Have to agree with Kuruharan on this one; hobbits ruling the world would be like the Peter Principle times about ten thousand. The biggest thing against it as that fundamentally you can't see any of them really WANTING it - their scope just isn't that big - even if their ambition is greedy and limitless in Shire terms, that still would probably extend only as far as Bree. Frodo was stressed out enough being deputy mayor; can't imagine him being able to (or wanting to) rule over anything greater. Sam? Again, he wouldn't want it, the Shire kept him busy enough. The Sackville-Bagginses are about the most ambitious of the bunch in worldly terms, and even they kept their scope small - poor Lotho only got as far as indirect contact with Isengard, and lived to regret it. Merry? Too busy journeying around, adventuring and making a figure of himself in his fantastic new armor [img]smilies/smile.gif[/img]. Pippin? As much as I love him, I would not want the guy who dropped the stone in the well of Moria - and looked into the Palantir just to see what would happen - controlling large parts of Earth. And he probably wouldn't either.
It just isn't what they're made for, and a ruling hobbit would probably be the most miserable creature in the world, who would wish it on them? Best to leave it to someone sonorous and reliable like Aragorn or Elrond [img]smilies/smile.gif[/img].
