Nope, it was a letter than tp wrote before his death. The Shirriffs send me (updated) letters whenever they want. If one of them dies, the latest letter goes to the other Shirriff.

I'm glad to see so many people enjoyed my deaths. My favourite was also Eomer's. The Elmo/Ulmo pun was too good to resist... though I was quite loathe to let such a handsome man die.
