Well Lal is now back on Taniquetil.

Hmmm. The implication here is that she (and the others) had to come off Taniquetil to perform all the other tasks in their rep levels. So we can presume there were no petty-dwarves on Taniquetil - unless perhaps they just don't stalk people up there.
