into making the rings of power and if the elves didnt know what they were to be used for how could they give them the power to govern each race?????????????????!!!!!!!!!!

well several things.
1) the rings dont govern the races
2)he didn't trick them into making the rings, he helped them to make more powerful ones, and while making them he made it so they would corrupt the user. he helped with the making of the seven and the nine, although it is debatable over whether or not it worked on the dwarves (even tolkien is not sure) Celebrimbor alone made the three, so saurons taint was not upon them hope that helps
