Sauron: Obviously
Gandalf the White: Sort of goes without saying, but close with 3rd and 4th place.
Galadriel: Elf Witch, yeah, she's powerful
Saruman: Until his defeat
Balrog: He's Maiar, he has to get in the top 5.
Witch-King: Mmm-hmm, prophecy helps him out a lot.

That's 1st-6th Place at least.
