Stricter deadlines is difficult to enforce, especially during long games. I mean if you are number 8 on the list, it doesn't take many delays for the PT to ring at a time when you are not expecting it (and maybe not on the Downs much)

Anyways, if a system could be put in place, then I am all for stricter deadline. However I do think that the easiest solution will be less participants in each game...
