Language-wise would be Sindarin, as it was the only widely used Elvish language in the Third Age (as asked), as Quenya had fallen into an archaic elf-latin. The Sindarin used in the Third Age was that developed from ancient Telerin (Lindarin) with some added Quenya (mostly synonymous with the term Noldorin) words (of which Quenya was enriched with some Valian words).
