Probably a hair from whoever made the wand and I am guessing that it was Phantom. It would explain why he is wearing the hat in all the pictures.

Actually it's a single tenuous fiber from a Balrog's wing. Nebulous, and of dubious canonicity, but it works darn well for fire spells. There is, after all, something very magical about an ambiguous description...
