You are quite close even though the riddle doesn't have anything to do with making Downer Periodic Tables... Keep guessing.

I may be close but I don't know. The only ones I can think of is Diamond18, which of course would be only another modification of carbon, but that is probably too far. Another one that I thought of is THE Ka, while K is the mark for... however you call that in English. But that's also quite overstretched, I think.
Otherwise, there is just Boron (88), but he's not a female :)

I googled his town (I can't remember the name now) and it stated something like the biggest consiracy is if this town actually exists. That coupled with your other clues allowed me to know it was him.
