The quote is from the Narn i Hīn Hśrin, the one published in Unfinished Tales. Tśrin is five years old, and Lalaith his sister, who was compared to an Elf-child, has died of the Evil Breath. He has one friend, a house-man called Sador, who had told him about the different fates of Elves and Men. Tśrin then asked the big question 'What is fate?' to which Sador tries to answer.
